Can organizations somehow specify the purposes of the data processing?

Organizations ask for the individual's consent before processing their data. Is it also somehow possible to specifically tell the individual what their data will be used for, before consent is given?

Short Answer

All data shared by and individual with an organisation is subject to a Data Sharing Agreement between the individual and the organisation. This provides for a high level of specific information about what data is to be shared in either direction, what specific rights the organisation is being granted e.g. the use cases they can use the data for, the means and manner in which they can access the data e.g. frequency, number of times, specific data range.

The individual has total control and can change the approval at anytime e.g. vary the data access or completely disable the data sharing.
